Try converting OUT_DATE to SY-DATLO and OUT_TIME to  SY-TIMLO before using in the deadline.

OR check for the TimeZone of "Current User".....I am not sure what you eman by that, check if this is WF-BATCH.  If it is WF-BATCH, then , ideally it should match System TimeZone.
