Can you please share your output where you are expecting both texts. Always Bex will display only one Text Short or Medium, it does not depend if it is time dependent or independent. Also can you check in Text table if both the texts are maintained.
Also if you want both text should be seen at a time, you need to add one more InfoObject in attributes make it time dependent and load this attribute from same Text datasource and display it in report, but it is not a good option as both text are not required to be seen at a time.
